Work is performed under the limited supervision of the Auditor-Treasurer.
*Essential Functions* _To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

_ · Processes payroll, payroll checks and ACH, quarterly returns, annual payroll reports, and W-2's for employees; · Completes and files 1099 forms.
· Assists Human Resources with secondary review of employee data.
· Works with vendors regarding new payroll policies and any new regulations or requirements; · Creates and sends out Cobra and Retiree billing statements.
· Prepares and maintains capital asset records for County and prepares capital asset report for the annual state audit.
· Assists with County elections; manages getting the poll pads ready for election day and uploads and verifies poll pad files after the election; approves voter registration applications and absentee applications in accordance with State Statutes; checks ballots that are sent out for accuracy.
· Prepares and reviews disbursement reconciliation; prepares and sends bills to outside agencies for County reimbursement; prepares monthly Sales Tax report.
· Assists with front desk duties, including completing passport applications and bill payments.
· Assists customers with applying for County issued licenses (liquor, gambling, auctioneer, etc).
· Verifies accuracy of benefit vendor invoices, and issues vendor payments.
*Knowledge, Skills, and Abilities* Thorough knowledge of accounting principles, terminology, methods, procedures and equipment; thorough knowledge of the Fair Labor Standards Act; thorough knowledge of standard office procedures, practices and equipment; comprehensive knowledge of payroll accounting, capital assets, passport application processing and elections; thorough skill operating a personal computer and applicable hardware and software; ability to compute rates, ratios and percentages; ability to communicate effectively both in oral and written formats; ability to establish and maintain effective working relationships with administration, staff, third party agencies and the general public.
Typing and 10-key calculator skills.
*Minimum Qualifications* Associate or Technical degree with coursework in business and accounting and extensive experience, or a combination of equivalent education and experience.
Payroll experience preferred.
*Special Qualifications* Passport Agent Certification within six months MN Election Judge Certification within six months Valid driver’s license in the State of Minnesota.
