Open Position: Administrative Assistant – Planning & Development
Location: City of Willmar, MN
Job Type: Fulltime
Pay Range: $22.
67 - $31.
23/hour Purpose Performs clerical support for the Department and assists the Director, Planner, Building Official, and Inspector(s).
Manage day-to-day administrative activities, such as: schedules, handling correspondence, organizing meetings, maintaining records, issuance of permits and public notices and effectively communicate with the Department of Planning and Development.
Organizational Relationships Reports to: Planning and Development Services Director Communicates with: Internally – City Administration, City Officials, and City personnel.
Externally – Willmar Municipal Utilities staff, West Central Tribune, MN State Building Code Division, architectural firms, Housing and Redevelopment Authority, County offices/personnel, contractors, property owners, and the general public.
Supervises: None GENERAL RESPONSIBILITIES Provide administrative assistance, such as: writing, editing, drafting and sending correspondences, invoicing on the department’s behalf; including items needed for boards, commissions, and city council meetings.
Assist with cash receipts, collection of fees, City auctions and elections.
Assist with various departments in the absence of personnel.
Assist with organizing and maintaining department files, permits, and handouts including the digitalization of existing and new files for electronic record-keeping.
Perform other related duties as assigned by the Director or as apparent.
ESSENTIAL FUNCTIONS Prepare and process permits, plats, rezoning, land use variances, ordinances, and economic development permits: type various legal descriptions, publish notices, notify property owners, and file/record documents with the County Recorder.
Assist contractors/owners by telephone and in-person: schedule inspections, prepare inspection documents, maintain inspectors’ schedules, answer questions, and distribute pertinent handouts.
Prepare monthly building reports: record and calculate permits, type, copy and distribute.
Administration of Rental Housing Program: file management, verify ownership, calculate fees, correspondence, receipt of fees, schedule inspection, prepare violation sheets, issue operating licenses, submit quarterly reports, and update information lists.
Assist with monthly and annual departmental reporting.
Assist with documents and reports for Capital Improvement Plan, TIF, and Abatements.
Assist with annual department budget documents preparation/coordination and coding department’s billing receipts for the Finance Department.
Required Knowledge, Skills, and Abilities Knowledge of secretarial practices, procedures, and duties.
Knowledge of applicable federal and state statutes, City ordinances, departmental policies and procedures, and relevant reference materials.
Knowledge of the Department’s structure and operation and the City’s overall structure.
Knowledge of the Rental Housing Inspection Program Ordinance, Building Code handouts, Personnel and Assessment Policies.
Skill in assembling data and preparing accurate records and reports.
Skill in operating a variety of office machines and computer programs.
Skill in organizing and managing workflow.
Skill to communicate verbally and in writing.
Ability to perform clerical/bookkeeping work of average difficulty.
Ability to act with discretion and confidentiality.
Ability to understand and follow verbal and written instructions.
Ability to organize assignments and complete in a timely manner.
Machines, tools, and equipment used: Computer, typewriter, calculator, postage machine and scale, copier/scanner, punching/binding machine, fax, and telephone.
MINIMUM QUALIFICATIONS High school degree and post-secondary clerical training.
Minimum of two years of experience in an office environment.
Good public contact and customer service skills.
PREFERRED QUALIFICATIONS Minnesota Building Permit Technician Certification Working Conditions Work is performed in a typical office environment.
Performs a variety of physical and repetitive movements to carry out office tasks, keyboarding/typing, and handles departmental files and records.
Uses near vision, hearing, and sense of touch.
